NEWS RELEASE: Roseville Community Schools Announces Bond Proposal for May Election
The Roseville Community Schools Board of Education has unanimously approved placing a $175 million zero-tax-rate increase bond proposal on the May 5 ballot. If approved by voters, this proposal will not increase the current tax rate; it simply will continue the rate residents are already paying as existing bond debt is paid off.
The bond proposal is designed to strengthen the school district by updating buildings, consolidating facilities, expanding early childhood programming, and improving learning environments across all grade levels.
“Roseville students benefit from learning spaces that reflect the needs of today and the opportunities of tomorrow,” said Superintendent Mark Blaszkowski. “This proposal will allow us to update facilities, enhance safety features, invest in our youngest learners, and reduce operational and maintenance costs, all without increasing the current tax rate. It positions our school district for long-term success while being responsible stewards of taxpayer dollars.”
A key component of the bond proposal is right-sizing the school district’s facilities to better align with current and future enrollment. The State of Michigan recommends that school districts operate at approximately 85% building utilization to use resources efficiently. Roseville Community Schools is currently operating at 46% utilization, meaning many buildings are significantly underused. By consolidating facilities and constructing modern, right-sized schools, the bond proposal would increase district utilization to approximately 78%, significantly improving efficiency while maintaining flexibility for future enrollment changes.
If approved, the bond proposal would support improvements such as:
- Improving infrastructure: Upgrading building systems such as electrical, mechanical, roofing, heating and cooling, and structural components to ensure safe, reliable, and long-lasting facilities.
- Upgrading safety, security, and communication systems: Enhancing secure entrances, improving district-wide communication systems, expanding surveillance systems, upgrading emergency notifications, and improving transportation safety through the purchase of new buses.
- Enhancing learning environments and classroom technology: Modernizing classrooms with updated furnishings, technology infrastructure, devices, and instructional tools to support today’s educational programming.
- Upgrading athletic, performance, and play environments: Updating playgrounds, gyms, athletic facilities, auditorium, and converting the former middle school pool into an auxiliary gym to expand indoor instructional space.
- Supporting new construction and major facility transformations: Closing and demolishing Dort, Kaiser, and Patton Elementary Schools and Eastland Middle School. Constructing a new elementary school on the Eastland site, renovating Fountain Elementary into a centralized Early Childhood Center, and consolidating the middle schools.
